Several major online gambling operators in the Netherlands have confirmed the renewal of their licenses as the regulated market approaches its five-year anniversary. The initial batch of permits, issued ahead of the October 2021 launch, is scheduled to expire on October 1, 2026.
The national gambling regulator, Kansspelautoriteit (KSA), recently renewed the license for state-controlled Holland Casino. Bingoal and TOTO Online, operated by Nederlandse Loterij, also secured new five-year terms starting October 1. Other major operators, including BetCity, bet365, Kansino, and Fair Play, have permits expiring on the same date.
Regulatory Changes and Tax Adjustments
Some platforms entered the market later and face different expiration dates. Jacks.nl holds a license until November 20, while OneCasino is covered until October 5, 2027. FDJ United’s Unibet license expires on June 8, 2027, a delay caused by the mandatory cooling-off period for operators with prior grey market activity.
The sector has undergone significant regulatory shifts over the last five years. Advertising restrictions include a ban on role models effective July 2022, a prohibition on untargeted ads the following year, and a recent ban on sports sponsorship. Last week, the KSA cited Betcity and TOTO Winkel for violating the role model advertising ban.
Tax rates on gross gaming revenue (GGR) have increased significantly. The levy rose to 34.2% in January 2025 and reached 37.8% in January of this year. Both operators and the regulator have noted that tax revenue declined following these increases.
